we seek to judge the extent of recognition of the preeminent authority of the state over its territory. We are not interested here in perfect control by the state, or whether it is relatively effective in comparison to other states, but an assessment of the areas over which it is hegemonic, e.g. where it is recognized as the preeminent authority and in a contest of wills it can assert its control over political forces that reject its authority. Several illustrative examples may help in this coding. During civil wars the claim of the state to rule is effectively neutralized by insurgent groups (e.g., the Tamil Tigers in Sri Lanka). These are only estimated when data for most countries and populations is available (i.e. 70% for most continents). We have used the list of countries in 1900 as a reference.\n\nIn addition, regional aggregates with names like \"Region (population-weighted)\" (including values for World) have been estimated by averaging the country values weighted by population. The population values are from the UN WPP 2024 revision dataset.
